Who says they won't ship to FL? The only US states a seller can block are HI, AK and the territories. Oh, and PO Boxes since Fedex and UPS won't ship to those. If a seller has told you that, or has it in their description as some sort of terms, that is against Ebay policy, and I would bypass buying from someone who is a policy breaker.
If you're getting a message at checkout, it is probably a glitch of some sort. Try paying again later.

Where is the seller from? What country? As a US seller I know of no option to restrict sales to any of the 48 continental states. If they're an international seller it's their choice.

I have seen sellers in the past state they will not ship to their own state so as to avoid filing and paying sales taxes.
Now that eBay handles the collection and payment of these taxes that should not be an issue.

If the seller is located in the US they cannot refuse to ship to any of the states in the continental US.
By the way, Florida has not passed a marketplace facilitator law so if the buyer is located in that state, eBay would not be able to collect and remit the sales tax. The seller may have eBay collect it for them and then remit it themselves if they are registered to collect it, but if not, the buyer will be required to pay it directly to the state themselves.

Actually, I don't believe that is enforceable and is a violation of eBay UA. However, in the case of Florida, there is no marketplace facilitator law in force. Of course, it should affect the seller anyway since the buyer is the one paying the tax.

I dont think they can refuse to ship there. I do know shipping there has been a nightmare for me so I have a disclaimer saying shipments to Florida will probably be late due to USPS incompetence.

Seller in Seattle lists a golf bag for $40 with calculated shipping. Buyer in Miami wins the auction and pays $40 for the item and $60 for shipping. Buyer receives the item and immediately discovers that the fairy dust on the item makes its unicorn sneeze. Since there is no mention of the fairy dust in the description and the buyer knows that ebay will side with it no matter what and ultimately force the refund (with item returned or not) the buyer offers a solution before any negative feedback or case filings. Buyer wants a full refund and refuses to pay return shipping due the expense of the special unicorn Benadryl. The seller has to choose between paying $75 for the donation or $135 to start over.
Seattle buyer's account goes + $100 - $15 - $60 = $25 THEN - $100 for a loss of $75 and another - $60 if it wants to try selling the bag again.
I have read many a thread on this forum describing similar scenarios.
It's rare that sellers get to vet their buyers. I learned the hard way. I can't afford to pay for anybody's gear upgrades. I learn as much as I can about all buyers when they make offers if they don't pass muster, bypass. I wish I would have vetted that Bose specialist in Phillyish, PA.. It has terrible feedback and it just so happens that many it buys arrive broken or not functioning. I suspect it's a guts swapper.

This will impact Priority Mail Express and Lives shipped into the following 3-digit ZIP Code areas: 320, 321, 326, 327, 328, 329, 335 -339, 341, 342, 344, 346 and 347. This mail will not be accepted across the retail counters or through other acceptance unit until further notice.
