Shipping to Canada

I have a potential buyer from Ontario Canada who would like to purchase.  I don't have International shipping on my listing.  I have made every attempt I know to add it for Canada but the shipping info will not allow Canada in the drop down menu under shipping.  It only shows United States.  So far I have tried clearing cache and cookies, gone to Account site preferences and scrolled down and clicked on shipping preferences and made sure under North America the Canada box was unchecked, did Save and Close, got a reply at top of page that my change had been made...then I added the buyer ID to the exception list so that buyer could purchase.  Also went to listing and cleared out all the places I did not ship to, got a new screen with all locations and clicked all except the Canada box.  It will still not show in my listing properly to allow the buyer to choose Canada.  Is this a glitch or have I skipped a step somewhere, or overdone something.  Or, should I call it a day and advise buyer I don't ship there, or do a new listing with only flat rate international of $17.25.  Buyer already said he/she would pay extra to have it shipped from US to Canada.    WTH.....I can't leave this buyer hanging for too much longer.  I got this message 3 hours ago.

What is the item number so we can check out the listing to see what is missing?

Make sure you have allowed international shipping in the listing itself. Select calculated. When you do that, the ship to locations will appear.

Select Canada, then select the appropriate shipping method.

I tried a new listing and cleared out all the blocked countries.  I could still not get the International option to come up in the listing.  I only get domestic options.   Does not having Global Shipping enabled have anything to do with it.  I thought of just adding the buyers ID to the exemption list and the buyer could than purchase the item after I removed the immediate payment requirement from the listing

Thank you southern*sweet*tea....I located the option to  add International shipping to my listing.  It is the "Customize" option at the top right of the Revise Listing page.
