Sales tax was withheld from my refund for a returned purchase. The
seller said I pay for return shipping. I'm ok with that and accepted
that policy; however, the sales tax refund was withheld. We pay sales
tax on the item and the shipping cost.

If the Post Office taped the package, they would have put a stamp on it
"missing contents" if it was obvious to them that it was missing. That
is USPS policy. I would request buyer to send a photo of that stamp.
