I see some major changes in shipping refrigerants after Jan. 1st 2021. Called UPS and Fedex, got the runaround but basically they won't ship it from a private seller? This is a factory sealed and boxed 30 cylinder of R22. Now retired I won't ever need it, seems to have some value these days. So.....How do I ship this? Thanks

R22 is no longer a government approved refrigerant, so you won't be able to even list it for sale.
If you have owned a dachshund, no explanation is necessary.

UPS has always had "issues" shipping hazmat from non company shippers. You could call around to some heating and AC shops in your area. That stuff is like gold now. The last time I ordered some I paid 65.00 including shipping for 30 pounds. Now it's over 600.00. I'm sure a local shop will buy it from you.

I saw some years ago the government prohibited manufacture and import of this, along with the manufacture of any refrigeration equipment that uses CFCs and HCFC but the sale of existing stocks and recovered material, I believe, is legal to licensed personnel?

You may be correct about this, but it's still not a government approved refrigerant, so eBay is likely to cancel your listing if you attempt to sell it in violation of their hazardous materials policy.
I tend to believe simba6 has given you your best option... try to sell it to a local refrigeration company.
