Shipping policy keeps changing and making new policies on its own

Any time i make a new listing or go to edit a listing, even if i don't adjust the shipping, they system is automatically making copies of the selected shipping policy and not letting me select the original one. I have checked the details of both the old & new and everything appears the same. This is happening on everything from priority, ground advantage and plain white envelope policies. I have tried changing each listing individually as well as bulk editing. The bottom picture is my original policy and the top is the new unwanted copy. This is making all of my policies a confusing mess and i like knowing exactly which policy is for which type of items.  Any idea how to correct this, stop it or why it would be doing it? Thanks
