I offer free shipping on some of my listings but all my listings have the price plus shipping so buyers think they're having to pay shipping too how do you change that

You are using eIS( eBay's international shipping) so there will be 2 shipping costs to international buyers,

1) your free shipping to the eBay hub

2)the international shipping charge that eBay applies.
