I'm shipping some clothes with poly mailers but I made the mistake of just buying some at the store (I now know how much cheaper they are online) but the ones I got are huge and I didnt relize it until I opened the package. The ones I got are 14x18 inches and I was curious If first class priority small package/ envelope has a size restriction other than weight. I've been looking everwhere for an answer but all I see is it has to be under 16oz. So If I weren't able to ship the poly's at there current size I figure I can fold them over to get them down because theres so much excess room in the bag because all I'm shipping is T-shirts but how small would I have to get them.

Sizewise they're fine as far as the measurements for a FC package. I don't think you can stuff them enough to make them oversized lol. You can fold and tape them down for your shirts, you don't want that envelope flopping around loose and possibly getting caught in the sorting machines.

"If first class priority small package/ envelope has a size restriction other than weight. "
Hi, I'm sure you just meant to ask about first class package/envelope shipping and not about priority.
As the other responder replied, I also buy the bigger size I fold and tape the mailer down.
First Class Package
Maximum size: 34 inches long, or 17 inches high, or 17 inches thick
Maximum weight: 15.999 oz. (4 lbs. for international)
Dimensions or weights smaller than the minimum or larger than the maximum may qualify as a package but be subject to non-machinable surcharges.

There is no service that is called "first class priority small package/ envelope".
USPS says that a First Class package "does not exceed 22 inches in length, or 18 inches in width, or 15 inches in thickness". So your envelopes are OK.
See section 8.3.2.d:

If you have a heat sealer (or an old Daisy Seal a Meal, Westbend Heat sealer, whatever) you can cut the poly mailers in half and seal the edges to make two 9x14's. The top one keeps the seal strip, while the bottom piece needs to be heatsealed to ship (or you can fold the edge over and tape shut.)
