Shipment without updates for over 10 days - Should i oppen a case?

Hi,
I've been buying from ebay for a couple of years and up until now i never had any problems with shipments.
Last december i bought i pair of sneakers to give as a Xmas present with the value of 170€ already counting shipment and GSP fees included.
Everything went smooth until the 1st January when i received my last tracking update stating:

"This shipment has been transferred to InterPost for delivery to the final destination # ABC=ABC21434217&KC=LPKEN000000300654267&AN=H1n1M1w1N17 "

This item came from the US and was supposed to be delivered in Portugal the 3/01/2018.
I also got a seconary tracking number pointing to my country postal services the 1/1/2018. Since then, no infor is available from that reference whatsoever. It just says "Info not available".
Once that i never had to deal with this sort of things before, i would like to ask if it's too early to open a case or i should wait a bit more.
I mean, 10 days without updates for an item that was last registred in the UK after it cleared customs, already seems plenty of time.
Also, the payment was made by Credit Card (processed by Paypal by ebay as i can see in my details). I should be eligible for a refund right?

Is InterPost your national postal service, or is it a private courier service?
If you are past the last estimated delivery date, then you are within your rights to file an Item Not Received dispute. The GSP will refund you, and the seller will not be out of pocket for anything.
However, if you are more interested in the item than the refund, it seems like you have a tracking number and the you have the name of the courier. So you make an inquiry with them to see if you can find out where the package is and when it will be delivered to you.

Hello,
Interpost is not my National Courier. As far as i could look into it, it's a shipping service used by Pitney Bowes - GSP to deliver the items from the UK to Portugal.
Only then will the item be handed out to our postal services.
The tracking number from our postal services associated to this shipment (it was created at the same thime that i received the last notification) has perpetually been with a "no info available". I assume it never got to them yet.
As i really want the item i purchased i've tried to contact our national courier but they are a horrific company and have been on blast in the public news channels for exploiting workers and closing down shops all across the nation.
In other words, no one picks up the phone nor answer e-mails.
I e-mailed Pitney Bowes trough a contact i found. I will see if they answer back.
I actually do not mind the wait. But not knowing if the item is lost or not is very annoying. I'll give it 2 more days before opening a case asking for a refund.
