Shipping exclusions glitch?

A prospective buyer contacted me today asking if I would ship to his country. I have no shipping exclusions set up, so I answered yes. However, now looking at my listings, they all exclude:

Excludes: Cayman Islands, Djibouti, French Polynesia, Honduras, Kuwait, Lebanon, Libya, Maldives, Moldova, Mongolia, Morocco, Peru, Sri Lanka, Tunisia, Philippines, Ecuador, El Salvador, Suriname, Guyana, Montenegro, Panama, Mauritania, Turkey, Mauritius, Somalia, Brunei Darussalam, Chad, Madagascar, New Caledonia, South Africa, Western Samoa, India, Côte d'Ivoire (Ivory Coast), Zimbabwe, Bahamas, Bermuda, Iran, Jamaica, Saint Kitts-Nevis, Saint Lucia, Trinidad and Tobago, Western Sahara, Wallis and Futuna, Nepal, Bolivia, Saudi Arabia, Mali, Fiji, Angola, Benin, Bosnia and Herzegovina, Cameroon, Cook Islands, Costa Rica, Gambia, Guatemala, Kyrgyzstan, Laos, Malawi, Mozambique, Papua New Guinea, Paraguay, Congo, Republic of the, Senegal, Seychelles, Solomon Islands, Sudan, Tajikistan, Tanzania, Tonga, Uganda, Uruguay, Vanuatu, Venezuela, Botswana, Rwanda, Burma, Montserrat, Antigua and Barbuda, Luxembourg

 

I seldom ship to any of these countries so I'm not sure how long this has been an issue. My actual exclusion list is empty; when I attempt to edit it nothing is selected. I don't use GSP. I'm not set up with managed payments. I see no way to remove these exclusions from my listings. Anyone having a similar issue?

Nevermind. I see that eBay is automatically excluding countries which have suspended mail delivery due to COVID-19.

I think I ran into another shipping exclusion glitch. I clearly mark I do not ship outside of the US. I had a heavy item marked for local pickup only. A buyer in Puerto Rico paid for it. I've tried to contact him and ask him when he would pick it up in my city which is clearly not an option. I've had no response to three messages. Has anybody experienced this as a glitch or a scam or just an inattentive buyer?

There is obviously an issue with ebay here, as I have two countries excluded from international shipping, yet my live listings show tons and tons of exclusions. EVen if I go into any live listing, clear all the exclusions and re-save the listing, they still appear live with the long list of exclusions.
Numerous calls to ebay on this, and a different answer every time, none of them being correct.
What's up with this ebay?????

You can cancel the transaction using problem with buyer's address.

As mentioned in the second post, ebay has added those exclusions because of restrictions caused by the virus.

 

They've done the same thing in Canada although the restrictions they have set up don't actually match any restricted list that Canada Post has so I don't know how accurate the one on .com matches the USPS list.

Well, Israel is not in the list of shipping suspensions issued by the USPS, yet ebay is blocking buyers in israel from bidding on my items because they've added Israel to my excluded shipping list.

I can't remove it, and ebay has no idea why this is happening (or they DO, and aren't acknowledging the problem).

 

It's been 3 weeks now, and they claim they "know about it" but haven't fixed it.

Incompetence.

I'm having the same problem right now as well. I had a buyer from Israel that wants to buy some items but when they tried, it says "seller does not ship to: Israel". Not even a mention that it is due to Covid-19. BUT, Israel lifted their restrictions 27 days ago now...

Here's an eBay announcement concerning the situation, and they admit they are adding the exclusions to your listings, but I just wish it came with a disclaimer to the buyer so they knew why, let alone a notice to us as sellers that our listings were being restricted like this would have been nice!

Oh, and I spent some time on the phone with eBay today and that guy suggested that I just create a new listing just for my buyer... Just for fun I tried it, making sure I had no exclusions set in site prefs, in the listing, or in the GSP. Still excludes Israel...

I'm still having this issue as of today July 11. The first two CS people I communicated with (phone, then email) have NO CLUE what I'm talking about and are just going in circles. I would like to be able to ship to Israel, Czech Republic, and a handful of other countries in Europe but they are still "excluded" from all of my listings.

I have been trying to address this problem for weeks. First it was a customer in Israel, and recently it was Luxembourg. None of the Ebay reps I have contacted have an understanding of the problem, thus they have no solution. It has nothing to do with my settings, which have never excluded any country. When I look at other sellers' listings, most show the same list of excluded countries, so it must be an eBay problem. eBay's list of excluded countries has no connection to any USPS listing that I can find. Very frustrating.

I just checked and both Luxembourg and Israel are no longer included in the Excluded Countries list. Ebay must have updated the list.

Thanks for the update! Also the Czech Republic is gone form the exclusion list. Great news! The miracle at ebay. Looks like enough people have been calling.
