Because you are the one who actually purchases the shipping labels.
You eventually will be sent the money the buyer paid for shipping (minus fees) when your funds are released.
[In case you are asking why you are being charged an eBay fee at all on the shipping cost … the reason is that it’s customary for fees to be based on the total amount the buyer pays.]
