Why as a seller am I charged a shipping fee when buyer is paying it

The buyer pays you so you can purchase the shipping label.

You have to pay the carrier to deliver it.

Because you are the one who actually purchases the shipping labels.  

You eventually will be sent the money the buyer paid for shipping (minus fees) when your funds are released.

[In case you are asking why you are being charged an eBay fee at all on the shipping cost … the reason is that it’s customary for fees to be based on the total amount the buyer pays.]
