I sold a comic book to someone in Portugal. We were communicating consistently throughout and I was able to send her an invoice that showed shipping would be $13.50. However, when I went to purchase the shipping label it costs $22 and there are no cheaper options. Now my buyer is angry and acting like I’m scamming her. I gave her the option to cancel or pay the difference, so I’m not pressing the issue at all but she doesn’t understand the change and neither do I. Why did the cost change?

You charged the buyer for a "Large envelope" (technically, a flat) but only documents, not merchandise, can be mailed through international flats service. Thus, the error was yours and you should just mail the item without making any further demands of your buyer.

Buyer paid $13.50
Looks like the issue was on your end.
$13.50 seems to be the cost of shipping a 1st Class International large envelope (flat), and not the cost of shipping a 1st Class International PACKAGE.

If I was your buyer I would not cancel or pay extra.
You invoiced her the wrong shipping amount, that is on you.
You can't ask the buyer for more than what you invoiced.
You should not cancel the sale for your mistake either.
You should honor your invoice and take the loss as a learning experience.
I would bet all sellers have done this same thing at some point, it's how you handle it that matters.

Every seller makes mistakes on occasion. It happens because we're imperfect and human.
Good sellers honor their buyers, eat the mistake and learn from it.
