Shipping coins using standard envelopes

Does anyone know if have to use plastic flips for coins or can you use other holders such as 2x2s for standard envelope shipping.

I had a Lady at the post office tell me I needed to add .40 cent to my postage because it had a coin in it.

It was one coin was less than an 1 oz . I used the Ebay #10 envelope with the ebay postage. Did everything like ebay required. I just went to another post office. But I should not have to go to a post office further away from my house. What is your advice ?
