I have been trying to help a customer in Puerto Rico purchase from me. For some reason , and I have spent the whole day with eBay (UGH) and it shows I don’t ship there. Puerto Rico isn’t International. EBay said I needed to reconfigure a bunch of shipping settings, and I just gave up.
Does anyone have any suggestions.

In your shipping exclusions.
Make sure you aren't excluding US Protectorates.

Looked at one of your listings and you have Puerto Rico excluded.
You need to change it and allow shipping there.

Depends on how you are setting up your shipping.
This one is taken from business policies: Shipping at bottom of page exclusions.

You bet I do, and I have no idea how to change it. I don’t have a pop up box like the previous poster. If I have one I cannot find it, and I do not consider myself stupid. eBay wanted me to set up a “shipping policy” and go through all my listings,

I've always used the business policies, it makes it so much easier updating listings.
Try here and see if you can edit the exclusion list.

If any of those boxes are checked at
Exclude shipping locations (ebay.com)
like @kensgiftshop recommends, you need to uncheck them.
Otherwise, the listing itself is setup to exclude that location. Check the shipping preferences on the individual listing to see the local exclusions.
If most of your listings are sell similar, your template is messed up. You may need to bulk edit....
we can talk you through that if needed.......
This is all contingent on you NOT using business policies.....

Did you just opt in to business policies today or were you already using it? If you just did it today it takes some time to set everything up so you might want to opt out for now and then go to the link Ken posted. https://www.ebay.com/ship/prf
Next to excluded shipping locations click on edit and then uncheck Puerto Rico in Central America and US Protectorates. Then save.
If you were already set up using business polices, I don't use business policies but I'll try to wing it. If you go into your listing as if to revise it you will see which business/shipping policy you are using on that listing. Then go to manage business policies and then to that policy and you should be able to edit your exclusions there.

I always was opted in to international shipping. Mostly I had Canada, but with the exception of a couple of places , I would ship most places. I haven’t messed with anything.

If you are opted into business policies then your shipping policies can be found in the business policies page. Hopefully you use Seller Hub. From Seller Hub, click on "Listings" tab and on left side of screen the menu should show "Settings" category and "Business Policies." Click that and you should see a screen with all of your "policies" for shipping, payment, etc:
Note if you never set any of these up, eBay will automatically do it for you when you opt into the "Business Policies" way of listing. That can get a bit messy and you may want to clean up your policies when you have the time.
Once you have located a shipping policy, it will show how many of your listings it is used on on the far right side of the ledger. If you click on the policy or on edit in the action tab it will take you to the edit page. At the bottom of that page is the International Shipping section which will have your excluded shipping locations.
Note that each shipping policy you have applies to different listings so you have to edit each one as you need or combine them where you can.
