When we specify a rate table with this entry: Shipping Cost = $1, per-pound = $3, then I would expect the shipping cost to be the same for quantity 1 vs. quantity 15, namely $4
However, eBay calculates $1 + (15 * 3) = $46
Really? You're supposed to multiply and add first, THEN round.
