Shipping Promo not Working across Listings

I have combined shipping and free shipping over 35$ advertised on my listings. I sell fly fishing flies so frequently buyers will buy multiple items and several different listings. However, this rule seems to not go into effect when multiple listings are purchased under the same transaction. I've called customer service multiple times and they can't figure it out. Good luck trying to get a hold of someone in I.T. to help you. The best answer I've gotten is there is "bug" or a "glitch" on your account. They never follow up with the issue I get a case number and hope someone will get back to me. No dice. 

What winds up happening is I have to issue partial refunds to buyers which becomes a huge pain in the rear. I have to look up that state's tax code, go into my paypal, figure out the math, write a note apologizing to buyers, etc. Even though none of this is my fault, its doesn't look good and I'm sure its been costing me repeat customers. 

This has been an ongoing issue and I take preemptive action by apologizing and issuing the partial shipping refunds before the buyers realize they have been charged for shipping when they shouldn't have been. I'm sure I am not the only one with this problem and I can't help but think that ebay knows about this "glitch" or "bug" and its just another one of their little games to penny pinch sellers as I am getting absolutely no resolve by contacting them.

Hi there, it looks like you have volume discounts set up, but I don't see any active store promotions. Do you have your free shipping set up in Seller Hub > Marketing > Promotions? If so, have you checked the dates? I've had promotions disappear on me before realizing that I forgot to extend the end date.

 Thank you, I played around with it a little and figured out that it worked through promotions from seller hub after watching a youtube video. When I called Ebay everyone kept telling me to set it up thru shipping preferences from my account settings. I don't know why not a single one of them suggested to try the promotions from seller hub. I kept calling them pretty much on a daily basis the past couple weeks out of spite. They  kept promising to call me back the next day or "our technicians are working on it". The truth of the mater is the couldn't care less. What really ticked me off is they kept trying get me to switch over to managed payments rather than addressing my issues. It is what it is and it gets worse every year. Thanks again popblox, at least we have a community capable of taking care of each other.
