I had ordered an item from a seller that is based in China 2 months ago and still have not received the item and tracking is showing the item still is in China. Seller is not responding either. What can I do to get a refund?

You are past Ebays thirty day limit to file, but you can go to PP and file an item not received case, you have 180 days there.

Is it past the estimated delivery date? If it is, send the seller a message and request a refund. If they still don't respond, open a case with eBay for Item Not Received.

It is too late to file an INR complaint with eBay.

What was the estimated delivery date at the time you paid for your order? If it now has been 30 days or less from that date, you can file an Item Not Received case thru eBay. If it is longer than that you have file a claim thru PayPal (long for PP) PP mean I gave to go the the bath room to our grandson.
It is not uncommon for Chinese sellers to have extended shipping times as shipping times via ocean travel can take 30 days to get from China to the US West Coast - about 6500+ miles

You can't say that unless you know what the longest estimated delivery date was. The OP never disclosed it. The very few item we have purchased from China always had a a range of ETDs. Like I said it can take 30 days from China and/or Japan to cross the Pacific via ocean vessel (conference vessel) - non- conference longer time) to Long Beach California or Seattlw Washington. Used to import product from Japan for many years.

There is some confusing guidance in this thread. Only johnrj1226's advice looked correct to me.
To clarify:
Your item should have an expected delivery date (or delivery range). If that date is in the past, then you have 30 days from the latest delivery date to file a claim on eBay for an Item Not Received. If you ordered this 60 days ago, it is possible (but not always the case) that your 30 day window has expired.
Now, if it has been longer than 30 days since the item was supposed to have arrived, then go over to PayPal and file the Item Not Received claim through them ... you have 180 from your purchase date to file such a claim on PayPal.
Also, there is no reason to contact the seller before you open an Item Not Received case, and many who try this route get strung along inappropriately. Just file the claim.
