I've had two customers email this week after receiving an offer from me saying their location was excluded from my shipping profile. I don't have any shipping exclusions so I think it's an ebay bug. Anyone else running into this issue? Has anyone found a work-around or a fix? I lost both sales.

It could be the items in question are restricted by the countries of the potential buyers. Check the USPS shipping restrictions for each country. Used clothing is restricted in many places, especially tropical locations. Maybe the category of vintage clothing assumes or has a default that it's used as there is no condition requirement.

Very helpful information, toysaver but both buyers and myself are in the US.

Could be a glitch but could still be because used clothing is restricted in many places. It doesn't matter if the buyer's location says they are in the US. What matters is the location they are shipping to which you don't see until a sale is complete.

bob929red, I got same shipping exclusions. Late in the day July 31, 2021. Buyers unable to complete purchases.

You have some items with 'Local Pick Up Only' so EVERYONE will be excluded.

Witness... I received an offer last week that I would have accepted, but it came saying "The item does not ship to you" (US seller to US buyer). I was afraid the seller wouldn't be able to print a shipping label... so I contacted the seller and asked them to add 'Make offer' to the listing. They did and I finished that way... a workaround, of sorts.

Are you saying my two local pickup items are the reason that customers aren't able to use purchase offers on other unrelated items?

It is indeed a bug. A report about it was first posted in the Technical Issues group (link below) in late July. I had first-hand experience with it a couple of days ago, and ended up working around the Second Chance Offer problem by relisting the item as a BuyItNow for the bidder's high bid in the previous auction (in which he had come in second). I sent him the link to a BuyItNow that was timed to start a few minutes later, and he bought it that way.
This thread below includes a screenshot of the malfunction as seen by my buyer (Message 11), as well as another screenshot of the problem in an offer that I received from another seller (Message 5)
I should mention that the guy I was selling to is a regular buyer of mine, so the problem sale that we had to work around should have been no different from any other. I have a theory that this bug might have something to do with mobile mode, and maybe isn't seen in desktop mode, but that's just a guess. No replies from eBay in the Technical Issues thread about it.

Just looked at a couple of your listings and I do see you do have more than a handful of excluded countries.
