I recently shipped a package - through eBay - and the address was wrong. The customer corrected the address for UPS and I got charged $5 for the correction. If eBay is in charge of the sale and the shipping - why don't they charge the customer for the customers error? I have no way of knowing if he put in the correct address, or not, right?

As I mentioned @allenscreations76 , the $11.75 adjustment is for using a round tube. To avoid that adjustment after the fact you need to ship the tube inside of a box, or as I said before, buy the label from pirateship.com where they allow you to account for package type upfront.
When you view the charges you have to expand the cost breakdown lower right to see the reason for the charge. For round tubes it will say additional handling.

You can contact CS and appeal that charge @allenscreations76 . They generally provide credits on UPS address correction fees since it's out of the seller's control.

Hey @allenscreations76 . You can either go through the site or go through social channels.
Going through the site, I suggest starting out on a help page related to the topic of your issue. I went through the process using this page to see how difficult it would be to get a rep.

Thanks so much. Got someone on the phone from eBay Customer Service and they agreed that UPS gave no reason for the $11.75 "correction". eBay said I need to talk to UPS gave me the UPS customer service number. Called and UPS said they could not talk to me because I was not the shipper - eBay was the shipper. Called eBay back. They spent a lot of time looking in to it and could not find an answer. eBay is putting in a request to UPS to find the reason for the correction. In the mean time - I guess I'll drive to the UPS office, stand in line, pay full price for shipping, and have them inspect the heavy-duty tube for any problems...
Thanks again for getting me this far.

Hey @allenscreations76 . In the first post you said a $5 address correction fee.
But now you're saying an $11.75 fee which is consistent with an irregular package surcharge for using a round shipping tube.
The address correction fee you can appeal, but the $11.75 fee is valid.
Unfortunately eBay does not let sellers enter a package type, so sellers are getting hit after the fact with the charge for using shipping tubes. We've submitted FB many, many times that eBay needs to factor that in upfront for sellers.
P.S.: Instead of going to UPS and paying full price for tubes, I suggest using pirateship.com as they have competitive UPS rates and let you select package type upfront.

My bad, @wastingtime101,
I jumped from one issue to the other without telling you...
I have had 5 "corrections" for $11.75 and they cannot tell me why. The "more information" link just tells me the size and the the cost/correction. I am shipping in heavy-duty tubes from Yazoo Mills and I recently took one of them to the local UPS store to have them ship it. We'll see if they get a "correction." The local UPS store says they can no longer ship in tubes - they have to use the triangle boxes. Maybe that has something to do with it, but I have shipped 40-50 tubes without issue. Another potential cause for the correction. Years ago, they charged me extra because the tubes had plastic caps (taped on, too). UPS said the package was not totally encased in cardboard. I have shipped hundreds since then without that issue.

You are correct! I spoke with both U-Line and Yazoo Mills (manufacturers of mailing tubes) and neither person in customer service knew this. Thanks. I guess we'll find another way to ship the art prints we're selling.

All of this is new to me... I have been shipping prints for 40+ years and they just now started charging us extra for shipping in tubes. Maybe we've been getting by with it forever - I don't know. The question now is how is everyone shipping artwork? Can't ship a large $50 print flat because it'll cost $15-20 just for the cardboard Plus the additional shipping will be $15-20. What does everyone do? I went to PirateShip as mentioned but they do not have a place to say "heavy-duty tube." They do have a UPS Express Triangle tube but it does not appear is not large enough (circumference), or stout enough to ship anything but a cheap poster. I ordered the 6" thickest triangle "tubes" from U-Line but they get a bend in them just taping them together...
