I shipped an electronic device that worked perfectly and shipped with full USPS insurance. The buyer received it but claims it doesn't work at all. Will USPS insurance cover it? I am waiting to hear from the buyer if the shipping box looked damaged but wonder how to make the insurance claim. Any advice?
