Well out of 350 items sold I have my first screw up. I mailed out the wrong item...it went all the way to Taiwan. Needless to say the buyer was upset and left Negative feedback but never reached out. I did send a full refund. But would like to send the buyer the actual item that he originally paid for free of charge. My question is can I use the same eis c/o evtn: that was given to me originally or would it get bounced back. Any help or advice would be greatly appreciated.

You do NOT want to ship it from the original transaction. Your new shipment would / could over right the tracking on the original package.
Just use another source to ship the package directly to the buyer, not via EIS as you can't do that.

Hey @castlescardsandstuff - unfortunately it's not that simple. You cannot ship it to the eIS US hub. That order was already fulfilled so anything "extra" you send tied to that order and the evtn code would probably be liquidated meaning the buyer wouldn't get it, nor would it be returned to you.
You will need to ask the buyer for their complete shipping address and ship offline and send tracking to the buyer in eBay messages. You can exchange contact info up to 2 weeks post sale in eBay messages. If it's been longer than that, you may need to get creative (ask them to send you a screenshot of their address / phone) as eBay messages will block exchange of contact info.
Taiwan is in price group 10 for USPS First Class Package International which has a rate of $17.51 for 1-8 oz package when you purchase the postage from an online vendor (like pirateship.com ) with the commercial discount. Or, based on the photo in your feedback, if you prefer to pay higher retail rates then it would cost $18.45 at the post office retail counter.
Taiwan is not on the USPS edelcon (electronic delivery confirmation) list which means you will not have end-to-end tracking. Tracking will stop after the item leaves the US, or occasionally when it reaches the other country's customs.
Did you send the refund without the buyer filing a return request? If you did that then it means the buyer wouldn't have gotten a refund of the international ship cost they paid, or any customs/duties they paid. If that's what happened I strongly urge you to advise the buyer to file a return request next time to avoid this little-known issue with using "send refund" outside of a return request (or cancellation) on eBay International Shipping orders. Unfortunately it's too late for this order, but good info for you to keep in mind. Hopefully this doesn't happen again.

What about PS Simple Export Rate $12.99 upto 8 oz. and includes apparently door to door tracking.
More curious on your thoughts.

Original poster buys postage at the retail counter post office. I think they might be overwhelmed by signing up for pirate, then having to contact CS to be opted in to simple export, then filling out customs form online, etc.
Someone going to the post office for basic ground adv might struggle with all of that which is why I didn't get deep into those details. Tailor our responses to the person we're helping as best we can, right?
