Sent package to Dubai using first class, didnt arrive. Buyer bought same item again, this time I used GSP in case it didnt show up again, id be protected. Sent it to KY on Apr 18 . I have photo of the package w/label. Package didnt arrive again after 30+ days. Buyer was issued a tracking number ESUS18402138 it kept showing in transit, i figured it was in Europe, then the tracking number vanished from the system on May 8th apparently according to buyer. I told buyer file item not received claim, he got refunded, but out of my **bleep** account. I go back to look at invoice, its showing shipped USPS First Class Intl. Shouldnt the invoice display if GSP was used?

Where do I go to dispute this **bleep**? Ebay, GSP + No arrived = your problem!

I believe that you will need to contact eBay and talk to a GSP specialist. Are you saying that the item didn't arrive at the GSP center in Kentucky?

It did arrive in KY.
Buyer said to put a phone number on the label so the post office can call them to pick it up? I hope that wasnt the issue because how to do that with GSP? I did put a note to do so on the package i sent to KY. Dubai must have a goofy postal service, they dont even have a zipcode which added to the confusion.

You will need to contact eBay customer service and speak to a GSP specialist. As I understand it, the GSP program would be responsible for the refund and not you in this case.

I live in Dubai, and this type of problem regularly occurs with ebay.
The MOST IMPORTANT information that has to be included in the address is the recipient's PHONE NUMBER.
This is the only guaranteed method of ensuring delivery.
As Dubai does not have Zip or Postal Codes, Postal deliveries are made to private or company PO Boxes. In case of parcels, and especially ones that have VAT payable, the Local Post Office send the recipient an SMS informing them to collect at a particular Post Office. Without a phone number, the parcel is returned to sender after 14 days.
Courier companies such as FedEx, DHL, Aramex know this and always insist on a phone number, they also deliver to street addresses rather than PO Boxes.
However, with the growth of eCommerce, numerous local and international 'last mile delivery' companies have sprung up. Some of which deal with ebay's GSP, America's USPS and so forth. These delivery services depend solely on contacting customer via phone and getting directions. So without a Phone Number they cannot deliver., and they may not even return the package.
Until ebay implement the phone number in their Address field, I for one will not be buying through them.

I am still not sure how to tell GSP to add phone number to the package address they are sending out.
Dubai postal must be on the phone all day calling everyone with a parcel, seems like such a hassle on both ends.
