From a sellers point of view, I understand the bad feelings & unfairness of the "Final Value Fee on Shipping". When the final shipping price tag ends up lower than the original estimate, ebay does not make a fee adjustment nor do they offer any avenue for refund. Is there a good explanation for this ebay policy? They're aware of a lower ship charge ( it's noted under "SOLD" items). Ebay surely has the ability to adjust their fee algorithm in favor of fairness in the situation.

My current invoice shows charges items cancelled but still charged, what to do ?

What is so sensitive about it:
If it did not exist; I could say $100.00 for shipping and $1.00 for the item and avoid the FVF altogether.
Oh and before they changed it this was being done.
And on the end of auction instead of the actual shipping,
Hmmmm Not sure what to think on that one.. I suspect a nightmare in programing to do such...

I have always disagreed with a fee on shipping cost. Another money grab!
Even if you set up your listing by weight and the buyers location to calculate shipping cost, your still out $$. They hit that shipping cost for a percentage and then you have to consider packing & shipping material costs involved. Your out even more $$.
Use to be that you could just report a seller for excessive shipping fee(s), but I don't think you can do that anymore.
I figured eBay started this to counter all the overcharged shipping by sellers and cut down on handling all the reports. Also believe they want to be like Amazon, but that is total different format. You have to pay annual fees to get free shipping.

The final value fee is based on what the buyer pays to you for shipping and handling. It is not connected to where you purchase your postage nor how much you pay for it. If you end up paying less than expected for the postage, then that is leftover money in your pocket, NOT higher fees from eBay.

It's unfair to sellers who don't "game" the system. I'm aware that ebay likely took this measure to combat unethical sellers, but they need to refine (make Fair) the process they're using. If it was ebay who was losing .13c or whatever miniscule amt. in the transaction you can be sure they'd have it covered. FAIRNESS!

Thanks, only I like to make it a policy of my selling efforts to reimburse customers if for whatever reason they ended up over charged for shipping costs.
