Sorry if this has been answered. I see a lot of sellers with top rated taking advantage of eBay and putting their own terms such as buyer pays shipping, restocking fee equal to actual shipping costs, etc. Is there a way to even the playing field for honest sellers who simply no longer offer returns? I don't see an option to report the listing.

Restocking fees are no longer allowed.
There is a REPORT ITEM on every listing. Right side, just above the item number.

Now, if it were me, I'd take that TRS away and strap these cheaters with higher fee rates. But that's me. This whole thing falls apart when people are dishonest. If you catch them red handed, up their fees. (For a violation like this, up the fees. Other things would deserve a suspension.) This is something people can control.

Sellers can be Top Rated without taking returns.
Top Rated Plus is a listing status, meaning that item has FREE 30 day returns.
Anything contradictory to Free 30 day returns that the seller write in their description is unenforceable. If the seller charges original shipping, original shipping is not required to be refunded on a remorse return.

Terms that are in conflict with eBay policies are not enforceable ... for example, eBay removed the ability for a seller to charge a restocking fee.

I'm not sure what you mean by "even the playing field". If you are referring to sales, the return policy that causes the most harm to sales is a "no return" policy.
