Ok, about 9 days ago i bought an item from a seller and i paid extra to have tracking number in my order, i usually wait two days for the seller to send the tracking number (back in 2016 another seller just provided it when the item got shipped) but this current seller i bought from, is not giving it to me, saying the post office didn't give it to him, or it's not ready, until eventually last Thursday he said i would get it between 2-4, now a week has passed and i still don't have it, now he's just replying "Once item arrive in your country tracking will be available" so then, what's the use of tracking number if i only can use it or get it when the item arrives to my country? isn't the use of tracking numbers to track your shipment globally? adding to that, the post office here where i live, doesn't call the recipient if they have a package for them, so i really need the number.
any help? did he scam me or what's actually happening?

NO, not a return request! Open an "Item Not Received" (INR) request. If you open a return request you have to RETURN the item that you did not receive!

Where is the seller located? I'm not aware of any tracking number from the US or Canada that does not show up until it reaches another country. I have no idea if that is true everywhere else. Plus, the tracking isn't magically going to show up if the tracking number wasn't entered into the ebay sale and if it was, you would be able to see it. So either the seller is shady or they are confused. Either way, if you don't have the item by the estimated delivery date you can file an item not received claim the following day.

the seller is located in the UK, and no, not even him has the tracking number, as i messaged him again thinking we were not on the same page, he told me he doesn't have tracking number and it will show up when it arrives the destination country, but how is that possible? it doesn't make sense

actually, the postal services where i live, is kinda backwards, unless i have a tracking number proving my package is in the country, i can't it have it

ok an update, he sent this earlier, does that mean i'm officially scammed or simply he doesn't know how to work with tracking numbers?

This actually makes it simpler: If your seller gives you the tracking number by April Fools' Day, go get your package at your postal service. Otherwise, start a refund request the next day on eBay to get your money back.
BTW @dtexley3 my word refund and your word return are not spelled the same 😉

The seller is in UK and you are in Qatar so I have no idea how tracking works between those countries. Was this a GSP item?

idk what GSP means, but no, currently i'm in Turkey not Qatar and it's being shipped to Turkey, and tracking number makes no difference, this is not the first time i bought stuff

GSP = Global Shipping Program. Sellers in the UK and USA can opt into that program if they do not wish to ship internationally. Seller ships the package to the GSP Center in their country and once those folks receive it, the package is shipped to the buyer. Two tracking numbers are shown: one to the GSP Center, and one from the GSP to the carrier to be shipped to the buyer.

He actually shipped it via Royal Mail (UK post office), and if you seen my reply above, he sent me a message yesterday saying he doesn't even a tracking number

According to https://www.royalmail.com/turkey there are 4 classes of mail service to Turkey, 2 with tracking and 2 without. If he really does not have a tracking number I suspect he chose one of the cheaper options without tracking.
You would probably be best served to post on the UK board as few of us here have any experience with shiping ex UK. I have personally never heard of tracking not being available at all until it hits the destination country. Even China Post has tracking in two stages.
What is the estimated delivery date on the order?
