Seller sent me wrong item, I opened the case for return, seller asked ebay to step in and ebay resolved this case in seller's favor. I attached photos to prove that the item is really wrong.
1. What is the reason to close my case?
2. Why ebay even don't say the reason of his decision?

There are a few reasons an escalated return would be closed same day as escalation. Most common:
Item was altered
Item was reshipped/forwarded
Item is not covered by protection
I'm glad that @andrew_abv got a PayPal case opened - keep working with them!
Also wanted to clarify:
The mentioned limitation with multiple orders of a same item number is no longer the case. A buyer can open a return request directly from their purchase history, which allows them to select the appropriate transaction (the back end differentiates the purchase date and transaction id). They can also open it directly from the resolution center which will open a screen of individual photos of recent purchases, with photo, title, item number and date of purchase attached, ordered from most recent to oldest.

@andrew_abv Did you enroll in paypal's return shipping program? If you enrolled BEFORE you opened a dispute then paypal will reimburse up to $30 of your return shipping cost, you just need to take a picture of the receipt or make a screen shot if purchased online and upload it.

It seems that this program is for US only, but I'm not from US.

That's correct, no eBay MBG if you use a freight forwarder.

Buyer remorse or any reason other than not receiving an item or receiving an item that isn’t as described in the listing (see the seller’s return policy for return options).
Items damaged during pick-up or shipping or not delivered when the buyer arranges pick-up or shipping of the item (for instance, the buyer arranges freight).
Duplicate claims through other resolution methods.
Items shipped to another address after original delivery.

Once Tyler confirmed there was no longer a system flaw for multiple purchases of same item # over time I knew there had to be a piece of the puzzle missing!
