I open a case for a transaction where I buy an item . The seller , instead of sending the item to my address, send me a letter giving instructions to pic up the item in an Advance Auto Parts that is about 80 miles from my house. He give tracking information of the letter , not the item that I buy to ebay . I call the store and they said that they don't has a package for me. I ask for a refund . What ebay does ? Because the seller give the tracking information of the letter , they said that the item was received . I loose my money . The problem here is that any one can do this . Any seller ship to you an empty box, or an envelope , give ebay the tracking number and when you open a case they are going to said that you receive the item and you are going to loose your money . Beware nexrt time you place an order . This happen to me and it can happen to you too.

You opened the wrong case, item not received, when you did receive an envelope with tracking proving delivery. You can go to Paypal, find the transaction, and file a case for item not as described. If PP tells you to return the item, send the seller back the envelope he sent you with tracking, to prove delivery.

Oh, that's brilliant. (Not.) This is a variation on retail arbitrage, where the seller sells something he doesn't have, then buys it from someplace else (either another eBay seller or Amazon or someplace) and (normally) has it shipped directly to his buyer.
This guy, however, has the chutzpah to actually take advantage of Advance Auto's free in-store pickup and tell his buyer (the OP here) to go and get it. 80 miles! Wow... (It may be that the store cannot find it because the item is being held in the seller's name instead of the buyer's name.)
File the Significantly Not As Described dispute and make that guy pay the return shipping on his envelope of "instructions" before collecting your full refund.

This selling smart practice is advantageous for the seller, who believes to have figured out a way to work around & a eBay rule & policy, I would suggest that buyer notify ebay customer support

The op says he opened the wrong case on Ebay, for item not received, and Ebay closed it...hes going to PP.

I saw that he lost the Not Received dispute, but he can still file a Not As Described dispute even after the Not Received dispute was closed in favor of the seller. He does not need to resort to a PayPal claim for that, at least not yet.
