I have a question about what to do if after a purchase has been made, payment sent and seller makes status “shipped”, the seller informs buyer that they made a mistake and will not be sending the item. Do I need to wait until after the expected delivery date to make an action and file an item not received? Or is there anything recommended to do in the meantime.

If the seller marked it as shipped you will have to wait until after the latest estimated date or you can possibly contact customer service to see if they could process refund quicker based on the messages from seller. You should also report the seller for their actions.

Did either the seller or you, the buyer, mention the word "cancellation"?
Tell the seller if he is not shipping it, eBay requires that he cancel the transaction.

Seller asked me to cancel on my end but I could not since it was marked shipped. Is a seller able to cancel an order if he has already indicated it was shipped? Thank you.

The seller is trying to get you to cancel so he can choose option to blame you, the buyer, as the reason. Don't do it. The seller need to cancel it for they are the reason and deserve the defect for not completing the transaction..

Buyers can only request a cancellation, they can't actually cancel a purchase.
In this case it is totally up to the seller to cancel the purchase and yes, they can cancel even though it has been shipped.
