That Help page doesn't seem to say anything at all about how to file a claim for USPS insurance. You can easily file online. If you have images of the damaged item and packaging, include them to help support your case. Here's the USPS page where you get started with the claim:

File Claim:
you will be asked these questions so get all info prior to filing claim as it is timed & you may get kicked off and have to start again. You will need
reason (contents damaged)
insurance paid ( your fee for insurance 0 if it was included)
mailer (you)
Your address
Recipient name address
phone #
item name 10 digits
type (they mean what it was)
item description (in more detail)
purchase date (buyer purchase date)
amount requested (they usually only pay amount your buyer paid for item not including postage- they claim it was delivered so they did what was expected and postage is only paid back if lost)
upload proof of value (I send copy of invoice as proof of payment )
upload proof of damage (get photo of damaged piece from buyer. I also ask them for photo of box & delivered info label and upload them to the claim)

make sure you tell buyer to keep everything (box, packing, broken item) as the USPS may require (and they most likely will) the buyer to bring the box to their post office for proof.
Can take up to 60 days -- If buyer is asked to bring item to P.O. and does not within the time allowed, the claim will be denied.

Do you have item and packing???
If not will the user that does have it work with you?? They do not have to work with you.
Also: a item and packing that is reshipped,; say back to you is not valid due to reshipped.
The USPS has now been requesting the item and packing instead of photographs and they have been scammed to many times.
