To make it is straightforward for the customer, I plan to ship to either Canada, (where I live). Or the US. I'm aware I can do this through PayPal shipping but I would prefer to do it through eBay global shipping program.I want to easily state the shipping costs in my listing so there's no ambiguity. Can you link me to the information I need to start this process.

Canada doesn't have it's own Global Shipping Program.
You would need to ship directly to the US.
You'll find items from all over the world on eBay. International sellers can send items to you through regular shipping services, or they may use eBay's Global Shipping Program (GSP) if they’re in the US or UK.

You can choose 'international shipping' in your listings; put the price in for Canada (which is separate from 'worldwide') and then exclude all other countries (must do for each/every listing)
It's easy to ship to, get Customs forms from usps website mailed to you so you have a handful (also get the envelopes) and when printing from ebay, the customs form is already filled out (for 1st Class packages weighing up to 4 lbs going to Canada, the customs form is just the 1/2 page label).
If you were to use GSP, the cost they charge would stop a lot of Canada from buying from you.
But..know that is a buyer files for a 'not as described' return, you have no way of providing a return label, which you are required to do, so you have to 'pay' them and then get that tracking # from them.. a huge pain they won't deal with, so then you'll be refunding without getting item back.
That's why I stopped selling outside US.
