Seller declared incorrect value and export reason on return label customs invoice

Hi, I'm going through the return process for an item shipped from Japan (the product images were fake and the item was missing the majority of pieces). The order total was around $220 - the seller sent me a return label including a customs invoice with a declared value of 300 yen (about $2), and with a declared "Reason for Export" of "Sample".

I asked the seller to fix the invoice, but they said to just mail it and they would update the invoice after it ships. What should I do here?

I'm sorry but you should just mail it with what they provided.

You aren't buying the label or producing the documents.

The customs invoice requires that I sign it. Legally speaking, I am the one who would be liable. Relevant text (bolded by me):

"Your signature certifies that all entries are correct and the item(s) being mailed contain no undeclared dangerous, prohibited, or restricted contents per postal, customs, or destination country regulations. Your signature also certifies compliance with all applicable federal export licensing and filing regulations and confirms your liability for the item(s) being mailed."

You wouldn't be liable.

Who is asking you to sign?

I never sign anything.

Is there no way to get an acceptance scan without signing?

It doesn't matter what happens to the package on route, all you need is acceptance scan.

Return can be $0 value. You aren't selling an item for money. It's a return.

Is that accurate? I was informed during the process that eBay refunds are based on successful return delivery + inspection.

The form itself is asking me to sign. The signature on the form is "required" for the customs process, even if they don't always check. The post office can indeed not accept the package without it.

A return can be $0 value, that's fine. But this customs form isn't marked with a "Return" export reason, it's marked as a "Sample".  If it was marked as a "Return", I would be fine with it and wouldn't be asking this question.

I can not sign it and try to mail it. If it gets held up in customs though, I'm not clear what happens to the refund.

Inspection only matters if they recieve it.

They can deduct for buyer abuse up to 50%

If the package had any shipment issues. Refused by customs, returned back to you or gets lost for any reason it does not matter.

When it's a seller provided label all the buyer needs is acceptance scan.

If you purchased the label that's a different story.

You aren't the buyer of the label. You won't be liable.

All you need is proof you did your part and gave it to the carrier.
