I'm so sorry to read this. Unfortunately there are a few bad sellers out there, but not many luckily. It is a gamble one takes when making purchases from another country due to shipping charges based on weight. Perhaps you can sell this item yourself in your country in order to make up some of your loss? If the part isn't new but still works can you still use it?
Just trying to throw out ideas for you to compensate for your loss. Best of luck to you....

Unfortunately, this is the risk you take by using a reshipping service, for all you know the reshipper could have swapped the part out

Ebay only requires the seller to pay return shipping from the address that they shipped to. That is where their responsibility ends. So, if you file a not as described claim, you will be required to pay for the return and tracked shipping, as you found out, is very expensive for international packages.
Reshippers and sellers are human, and like all humans, some are not honest. Ebay has no way to know if the seller sent you a fake, or if the reshipper swapped it. That's why when a third party is involved, the seller's responsibility ends when the reshipper receives the package. If the reshipper is dishonest, why should the seller be responsible for that?
You can try going to your payment source - either Paypal or the credit card that you used for the payment. Paypal WILL require you to return the item to the seller, so you're still stuck with the shipping bill. I'm not sure what a credit card would require. All you can do is try.
