Do I need to use ebays return label?(buyer)

I'm returning an item that cost $38 with free shipping. The return label estimate is ~$50. I can Click-N-Ship for $17.I'd clearly rather get some money back. Why is the estimate so high?

Why does Ebay give international sellers delivery times past 60 days

I have wondered why eBay gives international sellers the option to have estimated delivery time frames of 90 days. You can no longer leave feedback for these purchases either.
