Thought eBay would have answered this question when I emailed them earlier today. But I thought I would ask anyone’s opinion here.
What would cause the need for a seller to upload a return label for a return that has been automatically approved? We never had this issue before.
We purchased the original label from eBay. There is nothing related that a label has been or can be generated. The return looks normal. No clue.

If the reason for return is INAD or if the seller offers free returns, then the seller pays for the label. If the buyer is an international buyer, then it usually requires a label to be uploaded.
Are you saying that you don't think you should have to pay for the label or that usually buyers are able to print a label from eBay (without you having to upload the label)?

All returns to this point, buyers have been able to print labels from eBay (regardless of who's paying). This one, eBay is asking me to upload a return label. Not an International buyer. Long story short, buyer wasn't happy. I asked them to return the item.
Last email from eBay is that they are calling this this item as freight. The item is set for USPS mailing and was sent USPS Priority mail.
This email back and forth with eBay without speaking with someone is difficult. First email, went unanswered. With each reply/response, you can see the gears starting to move, that maybe there is a problem.

UPDATE
After a lengthy delay is back and forth emails with eBay, this is why eBay did not offer the buyer the ability to download a return label.
The FINAL weight and dimension of the package was not the same as what was in the original listing (what the buyer paid).
Listed dimensions: 12" x 12" x 5"
Listed Weight: 4 lbs. 4 oz.
Final dimensions: 12" x 12" x 7"
Final weight: 4 lbs. 11 oz.
We use USPS Priority Mail calculated shipping and always estimate our dimensions and weight in our listing. Never had this happen before.
A little suspect in the answer when the info is not far off. Beside, you would think a return label would be based on the final shipping weight and dimensions, not what is listed.
