Hi,
I ordered an item and the seller cancelled the order after receiving the payment saying the item was damaged.
I was refunded the price of the item but not the shipping costs.
Should the shipping costs for a an order cancelled by the seller be refunded by the seller?

If the seller was in the US or the UK and were using the global shipping program to ship to you in Ireland, then the gsp is responsible for refunding you the shipping cost and any import fees paid. It can take a few days to receive their portion of the refund.

The refund should be the total amount you paid for, not just the item.
Contact the seller and if he doesn't respond, contact ebay and ask for the shipping cost.

Seller must refund 100% of the amount you paid including Postage.
Were you asked to accept the cancellation and were you advised the amount of refund you will receive?
I ask this because as a seller I can not remember the last time I had to cancel and order after payment and if I am correct then seller cancels the order by issuing a refund and this goes into pending.
As it goes into pending then I assume buyer is sent a message from eBay advising him that a seller wants to cancel and buyer has the right to accept or deny this cancellation request for any reason including reason refunded amount is less than what buyer paid.
Dodgy sellers are then going to have to deal with INR case and here they have no option but to issue a full refund and have a defect on their records.
Message your seller advising him that he has made an error (Could be deliberate or a genuine error ) and you want him to refund the postage cost as well.
In the unlikely event that he does not then report the seller to eBay, contact CS and they will advise you on how to proceed.

Get in contact with the seller and ask if it was a mistake or omitted by accident? The default return may not include shipping and require the sellers add it by selecting so.

My sincere thanks for being thorough and pointing out that OP/ buyer is in Ireland and it is possible / likely that his supplier is overseas/ not in Ireland.as he did not clarify where his supplier was located.
As buyer had not disclosed this information In my post I had wrongly assumed that buyer and seller were in the same country . in fact all others who responded made the same mistake as me.
You had the sense to consider that possibility and point the buyer in right direction.

Yes. I am based in Ireland and the seller is in the UK. I have since noted from reading your reply that the shipping is via GSP so I can expect a separate refund from them in the coming days?

If you received a notice from ebay that the seller was cancelling, you should automatically be issued a separate refund for the shipping portion and import fees. I'm not sure exactly how long it takes but I would think that it would happen this week.
