Scammer!

I purchased a Hair cutting clipper set from a seller.  They had a UPS tracking # that showed it was delivered.  When you look on eBay or PayPal it appears to have been sent to my address, but when I asked UPS about the delivery, they sent me info that the address that it actually was delivered to was different than mine but the same city and state.  The seller wouldn't answer any messages.  The first time I looked at their feedback, there was only one buyer that said their package must have been stolen.  Then after having my problem, I looked at their feedback and saw many more buyers going through the same thing.  The items they were selling were around $30 each time.  I opened a case and it was declined because the tracking shows that it was delivered.  I made an appeal and sent info from UPS about the address being a wrong address for me.  I still don't think they looked at any of the info from UPS or the sellers feedback.  But, after opening the appeal, I had opened a case with PayPal.  Then I get a message from Ebay saying that I won the appeal and would receive a refund in 48 hours.  So, I closed the case on PayPal.  Big mistake.  After waiting about 4 days, I never got a refund.  I called Ebay and was told that it was processing.  Then I waited 4 or 5 days more and still nothing.  I contacted Ebay and they told me to tell PayPal that it was approved through them.  I asked Ebay if I would have to open a case to get my refund and Ebay said no.  I contacted PayPal and was told that they couldn't do anything on their end.  Then I contacted Ebay and then I was bounced back and forth between the 2 for several hours.  So Ebay says they can't give me a refund because I had a case with PayPal.  How did they know I had a case with PayPal if they aren't affiliated anymore?  Ebay said they couldn't see that I closed the paypal case right after they said I was getting a refund from Ebay.  Then Paypal said I couldn't reopen the case.  So, I'm out the refund.  I just think after showing both businesses so much proof that they should have refunded me.  After this and finish receiving my other purchases, I plan on quitting Ebay after buying from them for over 15 years.

Your mistake was opening the case with PayPal after you filed the appeal with eBay. What payment method did you use to fund the original payment through PayPal? If you used a credit/debit card you can try opening a dispute with them. eBay and PayPal won't help you anymore.

Your mistake was opening the case with PayPal after you filed the appeal with eBay. What payment method did you use to fund the original payment through PayPal? If you used a credit/debit card you can try opening a dispute with them. eBay and PayPal won't help you anymore.

I know that I made the mistake of opening a paypal case too soon.  I should try to go through my debit card company but I am so tired of fighting to get my money back.  I do wish they would do something about scammers like the one I experienced.  I do think Ebay should've held to their word to refund me.

Scammer!

I always try to use a credit card when purchasing on eBay, even when paying through PayPal.  Major CCs seem to be the best "last resort" in cases like this.  Debt cards, not so much as they're controlled by your bank.
