Bought an item for about 25$ waited for it to arrive it never did what did arrive was a usps slip saying postage is due and the shipper owed more than $60 obviously was not going to pay it myself contacted the seller they said it would automatically be taken out of their paypal account it had been rescheduled never came after trying all online resources with usps failed to resolve the issue so i went to a physical post office and asked for help all they told me was it will not be shipped until i myself pay the due postage started a ebay request saying i did not receive my item and that i wanted it in the notes stated if there was nothing that can be done id like a refund all the seller did was reply the exact same message he did before that the postage will automatically be taken from his paypal obviously this did not work the first time nor the second been waiting for a long time for a response looked like it was nearing the time where the case would in ebays words be automatically closed (after 21 days of no one taking action) mind you it had been far more than 3 days with no seller action taken and i could not ask ebay to step in the button they say should be there is not so in fear id automatically lose and frustration of nothing being done and no way to contact ebay for guidance i closed the case so i could try to start an actual return for those like me that have never closed a case once you do its done and there appears to be absolutely nothing you can do about it after hours of trying different ebay contact resources (a dead line, a phone that told you to use the website) i did see on the delete your account page a nice little button to be put on a call list 😄 and that service is unavailable right now how convenient so if anyone could please help out that would be great until now iv really liked ebay and have had no issues however if i clearly get ripped off and can not get my money back maybe the few $'s are worth it to be able to call amazon and get your issue fixed instantly rather then having literally no way to contact a live support agent via chat or phone 😞

You should not close the case, Ebay would step in eventually after 21 days. Case once closed can not be reopened.
See if you could open case on Paypal. There is link at the bottom of the page with that transaction.

Try to call ebay thru Help & Contact link.
This will not help you in this case but I have been using PP but my preferred payment is CC. You have a problem, you call them, they give you credit instantly and start the investigation, where you can actually talk to people and submit documentation. I don't rally know what's the reason to use PP and not CC. Dealing with PP is also a big hassle.
Also, you should have demanded that they shows you why exactly there should be additional $60 postage. They are not the brightest bunch and I had several situation when they charged me (thru my label provider pirateship.com) because of supposed wrong weight. I have been taking photos of all my packages placed on the electronic scale, I disputed their decision (via piratesip.com) and they credited back the overcharge.

The tracking shows delivery attempt was made, no one was home, a notice was left, and no one followed up on the notice over the course of two weeks.
Where is the indication postage was due? $60 is an absurdly high amount of postage to be due. I could send about 20 lbs coast to coast for that.
Based on those tracking results the seller will likely win the case.

That tracking does not say anything about Postage Due
It says there was an attempted delivery on July 15 but that there was "no secure location"
They left a notice on July 15. It was scanned as "unclaimed" on July 30 (15 days) and the "Return to Sender" was initiated.
eBay considers any attempted delivery to be "delivered".
What your seller was saying about being charged for it to their PayPal was correct ... addressees are no longer responsible for postage due if the sender uses online labels.
These days, when a seller uses online labels, the USPS uses "Automated Package Verification" or APV. If postage is due, the seller gets billed for it, not the buyer.

So, unless your seller just put a ton of stamps on a box, there should have been no postage due. by you as the addressee.

When filing a case because postage is due you have to show eBay evidence there is postage due or you'll lose. The new system is supposed to catch these and charge the seller but it doesn't always do that.
If you paid with PayPal you should be Able to get a refund
