Hello all.
I recently purchased a painting that was framed and behind glass. The seller packed it insufficiently, the glass was shattered during transit, and the painting/frame/matting was severely damaged. I immediately contacted the seller, sent a bunch of photos, and she promised to file a claim with UPS.
A week later (a few days ago) I wrote to her again asking for updates and she said that UPS needs my phone #. I have heard nothing since then. She is a very low-volume seller.
Do any of you know how long a UPS claim typically takes to reach a decision and when I should file a SNAD if necessary?

I can't address the UPS claim but can tell you that you're late already in filing the NAD. Hop to it!

Open a return on ebay for SNAD. It's not your responsibility to wait for a claim. You can help the seller, and let them know you will open an official return/refund process with ebay and (if you're willing) will work with USPS on the sellers claim; but the claim is with the Seller and USPS and if the seller is making you ship it back for the refund, then you won't have the item for USPS inspection, and 'reshipping' does void the USPS insurance.
Again, none of this is your problem, so best if the Seller refunds you immediately in full, and then you can work with USPS and the sellers claim with them, if you want, as a favor and make sure the seller understands that.

Thank you both. I have begun the SNAD/return process and am waiting for the seller to respond. I'm guessing I will be able to print a return shipping label and send it back, once I remove all the shards and tiny bits of broken glass. What a pain.

Don't go through that pain just yet... you have time to repackage and send it back. IF the return label comes is the time to cross that bridge. IF the seller would rather just fully refund you now, they have that option.
I buy and sell here and without knowledge of the item (and it's value) and the seller (and the seller's frame of mind), I can see either happening.
Only a 'heads up' in case you've never returned before. A 'friendly reminder' if you have. Good luck!

If the seller has already started an insurance claim, they should refund you without returning the item.
If it is returned to seller, that voids the sellers insurance on the item.
