I take the time to create eBay shipping rules under business policies
I have five dollar flat rate shipping, $10 flat rate shipping,, and $20 flat rate shipping,, that's it
I said one of those rules,, list item,, and during the course of the seven day listing,, or 30 day fixed price listing,,, the rule changes by itself to an eBay rule that I cannot delete...
Every day I have to go back and revise rules...
eBay can you please get the business policies in order,, this has been going on for a long time,, so I am sure you are aware of it...

Wowzer. You do have problems. I see over 4,200 items with free shipping and I see lots of $4.99, $9.99... even one for $13.10. Can't tell you how to get back to (and stay at) $5, $10 and $20, but maybe another poster can help. Sit tight...

I suggest this - if you do not have 3 shipping policies, one each for those price points, create them. Then go thru ur listings & assign the ones with the higher shipping. Until there are zero items using the shipping policy, you can't delete it. Or make the current one the highest & move others into lower ones once created. That way you don't risk shipping lower on bigger items.

Are you sure that only Business Shipping Policies are on the listing and no other non-policies remain?

You really need to start with the assumption that this is something that you have done. If it was a bug, these boards would be flooded with reports like yours. If it was a glitch, you wouldn’t experience it every single week. You’d probably never experience it – more than once tells me that the issue is on your end.
