Hi:
I live in Norway and wanted to buy a Wall Clock for GBP 21.99, for which eBay had decided the shipping fee would be GBP 16.19.
Neighboring countries like Denmark and Sweden, eBay charge just GBP 10.14.
The difference is not due to eBay being a VOEC-registered company, so my question is why the different shipping fees, to different countries in the same area.

You have landed on eBay's US site. You might try ebay.co.uk. However, sellers are free to charge what they want for shipping, regardless of what others are charging. You should find another seller if you are uncomfortable with their shipping charges.

Shipping fee's are not decided by Ebay, they are decided by the seller and each carrier.

Was the clock being sent through the Global Shipping Program? If so, the GSP is run by Pitney Bowes and they would set the shipping cost. Once it reaches another country, they may use different couriers for delivery and it is possible that in Norway, the method that they use is more expensive.

eBay doesn't decide any of the shipping charges. It is the individual sellers who set their own shipping costs ... which generally include a handling fee.
