Sorry if you had a problem buyer, but there are things you can do for return fraud. You can file a police report, file mail fraud and file internet fraud claim online at IC3 website. If you do that and upload to eBay they sometimes reverse a case decision. You can also report the buyer for return fraud on eBay.
And you can talk to a person at eBay. You can chat, email or contact them through social media (Facebook or Twitter). Even with eBay phone center being closed due to COVID, I am able to request them to call me and they have twice during the past few months. I'm not sure if every account has that as an option, but you might.

I hear you LOUD AND CLEAR. I just received ANOTHER return request and I am SOOOOO sick of this. I am taking free shipping off the table and my returns. My TRS can go to h€ll as far as I’m concerned. I’ve lost so much $ from ppl buying and “I just didn’t like it” or I thought it was bigger” in the last month it’s ridiculous. Mind you, I spend an exhausting amount of time putting in measurements, photos, descriptions, etc. For what? To keep getting scammed on this site that doesn’t value its sellers whatsoever. I NEVER have these issues on Mercari or Poshmark. So now I can deal with buyers who will claim NAD so they can return? Fed up and ready to sell my shop. I’m so done with selling here, it’s just not worth the constant questions 7 days a week, returns, rushing to get items shipped, and the pressure of possibly getting a negative review is just too much anymore. Not to mention, unless I pay ANOTHER fee for promoting items, they take forever to sell as the site is so saturated with ppl willing to give items away for pennies. Sorry- I am upset and venting, but am totally serious about getting rid of my inventory and getting the heck outta Dodge.

The worst of the worst eBay buyers are attracted to the cheapest products, and just about everything you sell is under $20 with a lot of things under $10. I feel for you.

I recently had an interesting and disappointing experience myself. We recently had a buyer request a refund noting reason as item not received. Upon receipt of case, we provided the tracking as request which, worth noting, was purchased thru eBay and also listed in the eBay order details attached to purchase. Also worth noting, upon additional review on the FedEx website and also noted in the eBay order details, the item was listed as delivered. With that information available thru eBay directly, how is it that shortly (minutes) upon further escalation by the buyer that eBay immediately refunded the buyer in full. I of course attempted to appeal but was told that appeal was not an option as the money was already refunded. The reason noted by eBay for the immediate refund in buyers favor was that we did not respond to case which is extremely funny since our response is recorded with the tracking # as requested in their actual denial. The response received from the customer support team advising of appeal denial provided advise on how to avoid being scammed in the future but did not have any concern with attempting to help in this case. I have been an eBay member since 2004 and although I did take a brief pause from them for personal reasons, I have been a regular part time client for the past year and a half with approximately $13k in sales. I believe eBay used to be an advocate for small businesses but times may be changing...

I called a week ago (in US) at 8 AM eastern time (when they open at 5 AM pacific). Waited not more than 1- 1.5 minutes and got a native English speaker.

That is good to know, but I'm still not sure that the option is available to everyone.

If I were you, I would call eBay if you can, request a call from them or contact them on social media (Twitter or Facebook). I wouldn't accept the loss of money for the scenario you described.

Given the number of listings you have, you likely have an anchor store ... that subscription level includes dedicated, US-based, and (likely) competent customer support.

Did you enter the tracking # into the dispute in the place provided, or just as a response to the buyer???
Even when a tracking # was used, and uploaded when shipping it may be necessary to enter it again in a claim of INR.
