BOUGHT AND PAID FOR AN ITEM, RECEIVED AN EMAIL FROM SELLER THAT SHE REFUNDED ME AND CANCELLED THE ORDER, THEN SENDS ME ANOTHER EMAIL STATING SHE COULD NOT PAY FOR SHIPPING, THE LISTING HAD FREE SHIPPING WHICH IS WHY I BID ON SAME, WANTED TO RELIST WITH SHIPPING AND ME TO PAY FOR SHIPPING....1ST EXCUSE WAS A FLAW OR ITEM NOT IN STOCK

You are not obligated to repurchase the item from a new listing with shipping cost added. Depending on the reason the seller gave for the Cancellation, s/he could have received a defect in his/her selling metrics. You have no obligation to reply to the seller, but I would reply just saying you will look for the item from another seller.

Did your order on a computer or on a cell-phone? There used to be a continuing issue on eBay, that showed "Free Shipping" on listings that were viewed on cell-phones and other mobile devices (but not on lap-tops or other computers), even though the original listing did NOT show "Free Shipping." I'm not sure if eBay ever cleared up that glitch in the system.
So this may NOT be a seller issue, bit an eBay technical issue.

Sellers gave three reasons to choose from when cancelling an order. Out of stock, buyer requested, and problem with buyer address. The seller shouldn't have cancelled but the out of stock reason was the best reason they could choose. That choices puts the blame on the seller and it gives them a defect

Was it a new seller?
If so, their payments are probably being held and they can't access the money you paid to pay for the shipping.
