Didn't receive an item. I got scammed.

It is eBay policy that it is the seller's  responsibility  to ship the item to the address on the eBay Order details page or the PayPal Transaction Details page.

According to the Post Office, the seller contacted them and had the package rerouted to a different address.

If I'm not mistaken, it's you verified paypal address that counts here.   That is the one the seller is obligated to ship to, as far as I know.

If tracking shows delivery to a ZIP other than yours, you should have no problem winning an Item Not Received claim.

What exactly does the tracking say for your package number, as seen on the USPS tracking page (here)? You can post the tracking number here as well, if there's any weirdness that you'd like us to look at.

You're mistaken. "Verified" addresses haven't been relevant in years. And buyers are allowed to have more than one address on record, and they can select which one the item should be shipped to at checkout time. As the OP states, that's the one the seller is obligated to ship to.

Thatsallfolks is correct. The seller has to ship to the address the buyer puts on the order at checkout. It doesn't have to be verified anymore.
