Ripped off

I paid $506 for a 17.3" laptop in a bid I won. 2 days after I paid, Ebay removed the listing. Seller shipped a small package to near by address in same city with same zip code. I went to the local USPS office they looked up the item they delivered snapshot a photo and it was in a small package with the correct tracking number but incorrect address! Ebay will not let me dispute this transaction because it says delivered. So all the seller had to do was print a shipping label, that automatically generates a shipped statement and provides a tracking number, Ebay removes the listing, without telling me anything, So I have to track  via Paypal. Item shows delivered? I go to the post office and they prove the seller just sent a small item to a near by address! I have pictures from post office supervisor who spent time looking up who actually received the fake item. Ebay`s reluctance and automatic denial to dispute due to item delivered status make me believe they create these fake accounts.

So you've already filed INR claim and lost? 
Contact ebay and point out the delivery address is not your address. That item was shipped to incorrect location.
If ebay doesn't find in your favor, then open a case with paypal. Point out same thing.

eBay automatically deny's these requests because either (a) a computer made the decision, or (b) a lowly paid customer service minion made the decision - in either case, they simply look at the tracking that shows delivered and rule in the buyer's favor.

 

This is a common scam, and the thief relies on buyer naivety to steal money.

 

You have to appeal this case in order to get a real human to look at the situation.  They will either accept the evidence that you have already gotten, or they will tell you what you need - typically, you need a letter on USPS letterhead that states that package with XYZ tracking number shows delivered to an address that is not your address.

That's correct advice: You need to file an appeal with the photos:

1. So that eBay or PayPal will pay you your refund themselves,

2. And so that your seller

a. gets reported (it's like being hit with a ddu-du, ddu-du, ddu-du),

b. doesn't have to refund,

c. keeps your payment, and

d. continues to run this scam again.

Don't just try to appeal the decision, actually reach out and contact eBay via telephone and explain the address mix up. It's much easier to resolve these disputes person-to-person.

People open the wrong type of claims in these situations.

The photos, and tracking, prove that something was received: It's not an INR.

Yes. I first filed with paypal on 07/03/19 and received an email the next day case denied! Why tracking number shows item delivered.  Filed with ebay got a message that would not let me complete the process due to tracking number showing delivered.

I done an item not as described for and Item a seller sent me that was incorrect and I remember them not crediting my back until that tracking number showed that the seller received his item. In this case I never received an item to ship back. Is there another way to dispute this?

And it fails midway through the process showing the reason why with the tracking number showing delivered. They then block my options to complete the process.
