i sold something on eBay and it had a no return policy on it, but now the buyer wants to return the item as doesn’t fit.
i have the option to refuse the return but if I do can the buyer leave negative feedback? Or are they not allowed to leave negative feedback as it has no return on the item.

@Anonymous Since you have a no returns policy and this is a remorse return you can refuse the return if you wish. The buyer can also leave you negative feedback.
Personally, I'd accept the return and let the buyer pay return shipping.
Just an FYI if they had lied and filed an item not as described refund request you have been required to pay return shipping and refund the buyer 100%.

I believe the buyer can leave whatever feedback they wish if you decline the return. They have the item and can leave feedback about the transaction.
eBay policy regarding returns may trump yours. eBay regularly forces sellers to accept returns. Although I have heard of one case where eBay backed the seller.
My concern with a no returns policy is that if a buyer paid by credit card they can open a charge back claim with their credit card processor up to 6 months after the purchase. That could get them a full refund and they would get to keep keep your item for free. They've already had use of it for about 6 months at that point.
In that situation you would lose your merchandise, the cost of shipping plus cost you an additional $22+ in a charge back fee. Roughly the same outcome if filed through Paypal although the charge back fee may vary.
(A few years ago I lost a charge back claim through Paypal and was charged a $22 fee. Divorce where husband & wife shared account and he contested every item she purchased using it. Many eBay sellers lost in that mess).
Dealing with returns and refunds is a pain and does cost money. But dealing with charge backs is quite a bit worse.

I’m sure I tried to return something once and they seller declined the return and I’m sure I wasn’t allowed to leave negative feedback?

If a buyer leaves negative feedback in retaliation to you declining a return for buyers remorse, you can have the feedback removed. It may take numerous attempts and speaking to several different agents.
This happened to me and I had it removed. A buyer bought a lot of four pairs of jeans. I had approximate measurements in the description and my listing stated "no returns".
She opened a return request with the reason being "item didn't fit" and said that she bought the jeans for her son but they didn't fit "like we expected."
I refused the return. She left me negative feedback stating "seller refused to return! avoid!" She also sent me two messages telling me how horrible I was for not accepting her return.
I contacted eBay by phone and requested it to be removed. They forwarded my case to the feedback team. I received an email saying it didn't qualify for removal. I responded to the email reiterating why it did qualify for removal. They denied again.
I called eBay again and asked to speak to a supervisor about my case. The agent said she would escalate my case. The next email I received stated that it DID qualify for removal and it was removed.
It may have helped that the buyer used profanity in her messages to me before the feedback.
