I bought a turntable in Feb. 2025, paid full amount including shipping through PayPal. The USPS mail carrier tried to deliver the item with a COD of $89.60 for shipping. I refused the delivery because I already paid for shipping. Now the returned item has been stuck in the Post Office of the City where the item was sent from. It has been there for four weeks now. I sent a message to the sender to get in touch with USPS, but she won't budge and said she can't give me a refund until she gets the item back. She is doing absolutely nothing to retrieve the item. I used the tracking number and saw where the box is in the same Post Office for one month now. I am very frustrated at this point. Ideas anyone? Thanks.

Time for a credit card chargeback, or if you foolishly did not use a credit card, a dispute for non-delivery through PayPal.
You may have missed the deadline for a PayPal dispute.

Edit to add: stop communicating with the seller. Keep an eye on the timeline and ask eBay to step in if you must. Trust me.

Thanks to everyone for your advice. Ebay was not able to help me. Said the turntable was not covered under EBAY money back guarantee. Yes I paid by credit card through PayPal. I checked and still have time with them. I just put in a claim with PayPal Resolution Center. Hopefully they will be able to resolve this very soon. If I don't get satisfaction within a week I am definitely doing a credit card chargeback as you suggested

That was because your coverage expired 30 days after the latest estimated delivery date, back in March. Here's a link to eBay's buyer protection policy, which they call the "Money Back Guarantee":
Your seller would have to pay the Postage Due in order to ransom their package and pick it up.

It was until you let it time out.
Postage due is one of a few reasons a buyer can refuse delivery.
If there was postage due on your end the seller has postage due on their end to get their turntable back and they will likely never see it again.
The seller seems like they are clueless, they probably tried to ship it Media mail and got caught
