Let's say a buyer buys an item from you and you do not issue returns. They wait 3 days. Instead of messaging the seller directly they go straight to eBay for a return request. And their request is a complaint that the item arrived damaged such as paint issues and loose joints but as a seller you did not see any issues so you didn't include it in the description. No pictures or anything of any issues. Advice?

Click "Accept the return" and issue a return label.

Buyers are allowed to bypass the seller and go straight into opening a case of not as described, if they want to. Many buyers open that type of case honestly so they will not be responsible for return shipping that they shouldn't have to pay. Dishonest buyers take advantage when they want to return an item that was exactly as described, but they do not want to pay return shipping.
Buyers are not normally required to provide proof of damage. You will have to refund the buyer.

Issue the refund and let the buyer keep the item.

You do not have a choice, you must accept the return and issue the return label. If you do not, eBay WILL refund the buyer out if your money and will not require the return. In addition they will give you a major violation called "case closed without seller resolution". A couple of these will cause them to shut down your selling ability permanently.
