I shipped an order on December 16, 2025. It was returned to me today for insufficient address. I sent the buyer a message and advised them of the return(they never contacted me to find out why they never received it). I asked if they still wanted the item and if they did, to correct the address. I also told them they would have to pay for reshipping the item. I have 2 questions:
1. If they do want the order, how to I bill them for the new shipping charge?
2. If they don't respond to me, do I send them a refund so I can relist the item?

This is my standard advice for RTS (returned to sender) packages. Take the parts that are relevant to your situation.
You have a few options. You should decide which route you'll be taking and communicate with the buyer, but wait until the item is returned (and delivered) to you before you take any of the following actions.

The buyer can PayPal you money or usewhatever other app you can work out with them for the reship.
If not, I would refund less the shipping costs and relist.

Do we know it was their credit card they used and not someone else trying to see if they can make a purchase on it?
Buyer needs to open an eBay claim for item not received and then give them a refund.
I wouldn't do anything else including emails to buyer.
I wouldn't send it again...just my thoughts.
