I sold a helmet and the buyer wanted to return. That is fine. When I got the helmet back the buyer did not return the electric shield cord which is a $30.00 item. I emailed him and also filed a claim letting ebay know the item was not returned. The buyer did email and said he was sorry that he had it. Now this morning I get an email from Ebay This case is now closed!!!! Gave him a full refund. couldn't determine it was the buyers fault. Well it was. Now that he got his refund not sure he will return the item. Got item back broken once yet buyer still got full refund.

EBay is a pain with returns when it comes to backing sellers. In your case they may help you. The EBay system is automated and automatically refunds the buyer when the shipping shows it has arrived. You should call EBay support and they may help you with seller coverage. If you get a foreign call center, they may read the teleprompter and not know how to help. Be pushy and ask for managers until you either get taken care of or throw your phone through the wall. I hope it ends up working for you. Good luck!!

Ask the buyer to ship back the item he forgot to include ... or ... appeal/escalate the case with eBay.
