If the recipient does not open the package that was sent to them can they just write Return to Sender or Refuse Delivery on the package?
If they do that does USPS charge me shipping to return it to me? It would be returned to the return address on the shipping label.

Yes, they can refuse delivery.

It depends on the service. Priority Mail and First Class Package have free return services ... media mail and ground (Parcel Select / Retail Ground) do not.
