This is a suggestion. "This is not for the rude and the know it all Ebayers" . There has to be a better return procedure when an item is return for the reason "not as described"; eBay should require the buyer to submit a picture with the return request. eBay shoud keep a score card for Ebay buyers.
2- Return policy: not one size fits all.
pre-owned items should have a different policy than new with tags items.
If a new item is return without the tags, Ebay should offer a store credit or 50% refund. The pre-owned items should have an eBay credit ONLY.
L.L. Bean has eliminated the 100% life return guarantee policy because the fraudster are destroying their busines. No rude replies will be accepted . thank you

Variations have been proposed dozens of times. No one has yet worked out the logistics for verification of claims by either party, or how it would be paid for.
